The actor is Richard Riehle. I have no idea what movie or television show the gif is from, though. The man has an extensive acting career.

Yeah... I read it too. I wasn't expecting it, for sure. On wikipedia, it was on a list of movies regarding pedophilia, so I'm not entirely inclined to see it. I already saw the Mary Kay Letourneau story, so that was quite enough.

The dance routine kinda' threw me off.
