Well, this one was bound to come up. State your favorite villains, and why they are your favorite. Also, if you wish, discuss others.
I'll start with my obvious favorite, Ganondorf, from the Legend of Zelda series. Ganondorf is a man who rose as if from nowhere and stole the most powerful object in the multiverse right under the noses of one of the world's most powerful armies. He was an ambitious man who promised great things with his influence, and even though he was widely popular, his sinister side began to show when, well, he annihilated the entire kingdom. As shown by A Link to the Past, the triforce of Power merely seemed to lift the limits of Ganondorf's already great potential, as with his own magic he ruled the entire darker dimension of the cosmos without the Triforce in hand. Ganon's fate seems to be riddled with success and failure, often beating the most powerful opponents the world has to offer, taking out demigods with barely any effort at the very lowest of his power. However, it seemed to be a laugh of the gods that Ganondorf, in all his might, suffered one enemy. To his order, his enemy was the chaotic Link, the unpredictable Link who, like Ganondorf, rose from virtually nothing to attain great power. Though even through all the times Ganondorf has been brought down, he always persistently resumes his goals through any means necessary. And even though he has failed, which a lot of people tend to only count, he has had even more successes. His power is limitless and his mind is sharp, and the only time his rise has ever truly been prevented was hundreds of years before Twilight Princess, when the gods themselves intervened and turned fate against him. Though in his last breath, Ganondorf again rose from the ashes of death to conquer, and again and again, he would succeed.

Next up, Colonel Tavington. The thing is about this guy, I don't even like him. In fact, watching the movie, I hate his guts. But that's what makes him a good villain. Rare are the villains who where throughout the whole movie, game, book, or whatever, you want them to die... but they don't, except perhaps in the end. Tavington is constantly doing asshole things to piss everyone off. And he does it with a calm, relaxed, British accent. He is an ass.

Next up, Herr Major. Who the hell is that, one might ask? Why, he's from a manga. More specifically, the manga "Hellsing". Big fights between Protestants, Catholics, and Nazis, oh my! Herr Major is orchestrating all of this (literally, he composes the 'symphony of war'). He is a tubby little German man, a nazi who survived World War II. What makes him an admirable villain, is the fact that even on the very brink of death, the blood of the battlefield crept towards him for him to drink, but he angrily told it to go away, preferring to accept his fate rather than become a failure and transform into a vampire. From that day forward, Herr Major was the biggest threat to Alucard in the world. For as it would be fated, Alucard and all his might was to be brought down by only a 'true human'. Herr Major, by denying immortality and maintaining his soul, became a true human the day he faced death and forfeited the idea of becoming a vampire. Now, as admirable as that sounds, he is also a twisted, war-loving maniac. He is rarely, if ever, shown not smiling, conflict only exciting him further. He may be a true human, but he's an evil human. He enjoys madness, and accuses God himself of being so for allowing a man like him to exist. Thus, he pissed off the Vatican. He got what he wanted: War.

A tragic villain, he was transformed into the murderous Joker while trying to make money to support his pregnant wife. He thinks nothing of his fellow villains, and the dude beats up his girlfriend. Unlike most villains nothing about him is known.

Sure he's not "evil" but he's always trying to one up you. And he succeeds, every gym you go to he has already one. He even beats the elite four before you. Sure you may always beat him, but it doesn't bother him at all. He simply goes on and accomplishes more than you.

I believe my favorite tragic villain was Mithos Yggdrasill from Tales of Symphonia. Guy had a bit of a god complex, but he made an excellent villain and boss.

He has no true rhyme or reason only in his twisted head. He can behave like a child at times but then have such an intellectual thought that he's just the complete mad genius.

Due to his vastly expanded life span, Ra’s has accumulated a vast knowledge of hand-to-hand combat, chemistry, detective artistry, physics, and martial arts (all of which rival that of Batman). He has also gained many contacts and a vast fortune. When in combat, he favors more ancient weaponry (as he has had more time to utilize them than modern weaponry). These weapons include katana swords, bolas, throwing stars, smoke pellets, and miniaturized explosives.
Ra’s greatest weapons however are his Lazarus Pits, which will heal him of any injury (even if he is recently dead) while de-aging him back to his prime of life. His constant exposure to the pits has also granted him slightly enhanced endurance and healing.
Nearly-immortal, incredibly intelligent and powerful, Ra's is the classic Chaotic Neutral Villain. He seeks to cleanse the world by fire and mass genocide, the most extreme example of the ends justifying the means, something that Batman could never support, even when Ra's makes Batman an offer to be his heir and wed his daughter.
Essentially, Ra's serves as Batman's moral compass by continually offering Batman the choice of bringing order to Gotham, but always by a terrible means. Thus, we get an important glimpse into Batman's morality, and the lengths he will go to protect those he swore to defend, even if it means taking the longer, more dangerous road.

Ra's Al Ghul.... he made in the top twenty best Comic book villains on IGN. And he was played by Liam Neeson. Good bio.
And Voldemort, properly portrayed by Ralph Fiennes... I look forward to the last movies especially.
And another villain: Mantrid, from the Lexx series.
This guy is a badass, and he succeeds in destroying the entire universe. And as another slap in the face, he became the universe. He began as a crippled head on a jar of organs, then he was revived on a ship, and used his drone arms to use raw materials to create duplicates, and eventually had enough to dismember a large ship, then colonies, then entire planets, and stars. He dismembered them, and used their materials to create more of him. He duplicated himself until he had the entire universe not in the palm of his hands, but as his hands. His end was forming a center of gravity so powerful in one section of the universe that he created a "Big Crunch", and the entire universe(him) was destroyed. There was a second universe, but fortunately he was more concerned about revenge than rebuilding, and met his fate at the bottom of Xev's heel.
Humorously, in a good chunk of the season, he only appeared at the ends of the episodes. As the Lexx flew around and the crew learned some kind of moral lesson, Mantrid would fly to the place that learned a moral lesson, such as a planet, and assimilate it. What a tragic way to end an episode, after reform has been granted, and people are happy. Then your gigantic super ship(or hospital) is turned into a bunch of von Neumann probes, including yourself.

You know what, I'm adding another anime reference in here. A classic who deserves NEVER to be forgotten.
Lord Shishio Makoto, from Rurouni Kenshin.
Kenshin was not the only manslayer to be created during the turbulent period of fighting that went on in Feudal Japan. One of the most notable characters in the Kenshin universe, he is deserving of the title of one of the most badass anime villains of all-time. In his prime, he fought so ruthlessly and unrelentingly in battle that he was too feared to be trusted anymore. He was shot in the head, and then doused in gasoline and lit on fire. Despite being left in a full-body scab and bandages, he survived. Let me reiterate that: he survived two tries on his life where most people would die from one. Not only that, he picked up his sword again, and rehabilitated himself into a fighter once again. He plots to take over the entire fucking country, and turning it into a Social Darwinist state- dog eat dog, survival of the fittest. To do this, he not only gets a battleship fifty years ahead of its time, but he also recruits some of the biggest badasses in villain history, including a giant, a living air-bomber, and a man who can punch rocks into ash. So of course, you're thinking that however great he may be, he's no match against Kenshin, right? Wrong. His first match with Kenshin, he annihilates him. Then his friend Sanosuke. Then Saito. Then Aoshi. By the time he's done kicking everyone's ass, Kenshin has gotten back on his feet, and uses his ultimate attack against him- an attack strong enough to create a fucking vortex in the air. Most people would be obliterated on the spot, but Shishio sticks it through and keeps on pushing. The only thing that causes his defeat is that he overheats his weakened body and burns himself to death. The man literally kills himself by getting so into the heat of battle. He doesn't even stop at this, though- the second he enters Hell, he begins plans on conquering that, too.
This man is so fucking cool that he has no peer. Shut up. None. I applaud such a kickass character being an antagonist to such an extent.
Honorable mentions go to Sicks, from a manga no one will know but the man managed a getaway by grabbing onto the side of a passing fighter plane, and the Anti-Spirals, the god-collective of the universe which would rather see life destroyed and bring about a cataclysm.

I'm not even sure if he classifies as a villain, but to the thousands of people/lambs he's slaughtered bare handed, he could be considered one. This is a guy who, in his entire villainous career, never, ever lied even once. The closest he's ever gotten is half-truths, like "Give me the information I require, and I might spare your life. This is a man who sweats masculinity, and takes shit from nobody, not even politically correct women(in fact, he's impaled a handful in his lifetime, including the one he's come closest to considering "slightly above hatred", his form of Love). He has the most badass frown in existence, and his sword eats souls and drinks blood. Take that, Alucard. Alucard's a badass too, but still. He also has a badass voice actor, and knows how to turn out a good line. And his only desire is free will, as his destiny was robbed from him by aging douche time streamer, Moebius. And he gets it. Moebius rewrites history, Kain stabs the bastard and makes it right again. though it's much more complicated than that, Kain still walks "badass" with every step.
